USMCA Fourth Round in Washington (Early September)

Mexico and the United States resume bilateral talks with automotive content as the central open item; watch for either a Mexican move toward the 50 percent US-content threshold or continued impasse over its non-North-American-content counterproposal. Exact dates remained unconfirmed as of August 31.

 

Trump-Xi Summit (September 24)

Watch for movement on the issues that have accumulated ahead of the meeting: pending Section 301 tariffs on excess capacity, 232 tariff-relief requests, unresolved export-control disputes, and the November 10 rare-earth truce deadline.

 

NDAA Conference Negotiations (Expected This Fall):

The House passed its $1.15 trillion Fiscal Year 2027 defense bill 216-212 on July 22; the Senate's companion measure stalled after a July 14 cloture vote failed 50-46. Congress is expected to take it up this month, setting up conference talks over a Senate bundle of three China-focused chip-export bills and a House ban on Defense purchases of foreign-entity-of-concern solar inverters.

 

EU State of the Union Address (September 16)

European Commission President Ursula von der Leyen's address is a likely venue for further detail on the unresolved non-tariff trade dispute with Washington over sustainability and carbon-border rules.

 

Korea's $200 Billion Investment Announcement (Already Slipping)

Washington has warned Seoul that further delay risks the 15 percent reciprocal tariff rate tied to the pledge; a combined-cycle power project in Texas has been discussed as a leading first-project candidate.

 

Court of International Trade Oral Argument on Forced-Labor Tariffs (September 30)

A three-judge panel hears the consolidated Section 301 challenge to tariffs affecting goods from dozens of countries; USTR holds its hearing on China's World Trade Organization compliance the same day.

 

Updates to the Federal Communications Commission's Covered List:

The FCC's Public Safety and Homeland Security Bureau narrowed its Covered List power-inverter definition on August 20, limiting coverage to utility-interactive inverters, confirming wired connections. Watch for further scope changes as the public-comment period on bifurcating the Covered List into producer-based and production-location-based categories closes September 8, with replies due September 21.
